Another Commercial Vendor... How Many More?

In my report, posted as the Grandfather of all Reports, I provided documentation of three commercial food vendors and a commercial grease salvage vendor servicing the TLC Catering business operation on my neighbors' residential property. Those commercial vendors are Crystal Dairy, Hostess Cakes, Oroweat, and Darling International, most doing their business during (sleepless) nighttime hours.


Just today, however, I discovered another commercial vendor. While I was home for lunch, at 1:00 p.m. a Fortunas Tortillas truck pulled up and parked next door. The driver waited for the absent owners only a few minutes before driving off.


This discovery begs the question: How many more commercial vendors deliver to this illegally operating business? Regular, routed, commercial deliveries of this nature in a residential neighborhood is specifically prohibited under the 1992 Home Occupations ordinance of the City of Manteca. TLC Catering does not have a Home Occupation permit, which is required for a business to operate from a residence.


(The only exception is "grandfathering", ie., if the non-residential use of the property was lawfully established (permitted and operating according to permits) prior to the property's change of jurisdiction (1986 annexation) or regulation (1992 home occupation ordinance). The owners did not acquire the property until late 1987 and were not land use compliant prior to the more limiting 1992 ordinance.)


Theresa, Lynda, and Corky's catering company utterly fails the "grandfathering" conditions and it egregiously exceeds the legal limitations of a Home Occupation permit regarding commercial deliveries, noise, storage buildings, outside storage, and other listed items.
